PRR FUNDING
In addition, the Research Unit is also supported with funds through the Plano de Recuperação e Resiliência (PRR), a national program set to run through 2026.
The GOVCOPP Project UID/PRR/4058/2025, funded by the FCT through the PRR, supports the acquisition and upgrading of scientific equipment and research infrastructure at GOVCOPP – Research Unit on Governance, Competitiveness and Public Policies at the University of Aveiro – in conjunction with GOVCOPP’s multi-year programmatic funding and its 2025–2029 strategic plan. With total funding of 74,568.29 euros, the project funds the acquisition of equipment, specialized software, scientific archives and data, as well as computing systems that strengthen GOVCOPP’s scientific capacity and promote open access to knowledge.
The funding is justified by the creation and expansion of GOVCOPP’s DSS Lab as a strategic infrastructure for evidence-based policy and governance research. The Lab will enable controlled experiments, simulations and decision-support tools to study collective behaviour, incentives and multi-level governance dynamics. It will strengthen GOVCOPP’s capacity to generate robust empirical evidence, support policymakers and stakeholders, and advance its 2025–2029 strategic priorities. By improving data, computational and laboratory infrastructures, the DSS Lab will enhance scientific excellence, methodological innovation, international collaboration and open access to knowledge.

OBJECTIVES AND EXPECTED RESULTS
Software acquisition:
SMART PLS (completed)
The SmartPLS software is an essential tool for the DSS Lab, enabling structural equation modeling (PLS-SEM), the analysis of complex relationships between variables, and the validation of conceptual models based on empirical data. Its use supports applied research in areas such as behavioral economics, public policy, management, innovation, and the social sciences, contributing to robust scientific evidence and data-driven decision-making.
Value EQUIPAR +2 €1,414.63
MAXQDA (completed)
The MAXQDA software is an essential tool for the DSS Lab’s activities, enabling the processing, organization, and systematic analysis of qualitative data from behavioral experiments, interviews, focus groups, and other research processes. Its ability to integrate qualitative and quantitative data supports the generation of robust evidence for analyzing decision-making processes and developing evidence-based public policies.
Value PRR: €10,450 + VAT
Marktest - Sistema Salex Index (completed)
The Sales Index software is an essential tool for the DSS Lab, providing a georeferenced database with more than 4,000 socioeconomic and territorial variables on Portugal, as well as advanced features for statistical analysis, geomarketing, and spatial visualization. The platform enables regional analyses, territorial modeling, decision support, and studies of economic development and public policy by integrating proprietary data with official statistical information, thereby strengthening the capacity for applied research and for producing evidence to support decision-making.
Value PRR: 3798€ +IVA
SABI (completed)
The SABI (Iberian Balance Sheet Analysis System) license is an essential tool for DSS Lab, ensuring access to detailed economic and financial information on companies in Portugal and Spain. The platform provides reliable and continuously updated business data, which is essential for the development of applied research, decision-support models, economic and financial analyses, and data science projects, while also contributing to advanced training and the provision of specialized services to external entities.
Value EQUIPAR +2: 45787.50€ + IVA
Bloomberg Terminal (completed)
The Bloomberg Terminal license is a key component of the DSS Lab’s technological infrastructure, providing access to real-time financial and economic information that is essential for developing decision-support models, simulations, applied research, and evidence-based analysis of public policies, markets, and complex economic systems.
Value EQUIPAR +2: 55057.24€ + IVA
- LSEG (expected but not concluded)
Value PRR EQUIPAR +2: 14 520,00 €.
